ECDPM at COP30
As COP30 is getting closer, ECDPM's experts are preparing their trip to Brazil. Before, during and after, we will analyse the dynamics and outcomes of the event, with a special focus on Africa-Europe.
Ten years ago, governments committed to keeping global warming under 1.5°C in Paris. Now, they will gather in Belém, Brazil, during COP30, from 10 to 21 November, to deliver on action in an effort to avoid a climate overshoot. They must urgently convert decade-old promises into concrete plans and find credible financing. With the US stepping back from the Paris Agreement, COP30 becomes a critical test of global climate resolve in a tense geopolitical climate.
While the EU’s own 2040 climate target faces political headwinds at home, its credibility on the world stage is also under fire by its partners. As witnessed at the recent Africa Climate Summit in Addis Ababa, the continent is preparing to present a unified and assertive front, demanding that climate finance be delivered through grants rather than debt-creating loans.
Yet, the history of COPs has shown that delivering on promises is an uphill struggle. Even more so in today’s world. Implementation gaps, limited finance, and political hesitation risk undermining both climate justice and credibility. The test will be whether global leaders can move from fragmented efforts to an integrated, whole-economy response.
ECDPM will be at COP30 to analyse these dynamics. We bring a Europe-Africa lens to the debate, sharing insights on climate finance, adaptation, food systems, and energy transitions.

The 28th edition of COP took place in the United Arab Emirates (UAE) and brought together representatives from nearly 200 countries from 30 November to 12 December 2023. COP28 focused on four priorities: transitioning to clean energy; centring nature, people, lives and livelihoods; delivering on climate finance; and, mobilising inclusivity. Like in previous editions, ECDPM was on site at COP28 and contributed to the discussions taking place.
