ECDPM at COP29
Decarbonisation and climate resilience in African countries are critical to the success of global climate action but present a major financial challenge.
The 29th edition of the UN Climate Change Conference (COP29), dubbed the ‘Finance COP’, will focus heavily on climate finance and attempt to establish a new collective quantified goal (NCQG) to address the current funding gap. However, merely focusing on and suggesting a target is not enough.
ECDPM will be present at COP29, actively contributing to the climate finance discussions and negotiations that shape the future of global climate action.
The urgency for a breakthrough in climate finance grows as socioeconomic disruptions from extreme weather events intensify, particularly in developing nations. In particular, least developed, fragile and conflict-affected countries are in urgent need of sustained climate adaptation finance that is locally accessible, gender-responsive and conflict-sensitive. Despite acute needs, the 10 most fragile states received only 1% of total flows of climate adaptation funds.
However, achieving these climate goals presents a major financial challenge. Developing countries, excluding China, need to invest an estimated $2.4 trillion annually by 2030 for effective climate action, with approximately 40% of that funding required from external sources. Current climate finance flows to these countries fall far short of this need.
Climate action and the green transition are central to ECDPM’s work. For many years, we have closely monitored climate negotiations, particularly in the context of Europe-Africa relations. In the lead-up to COP29 and throughout the conference, we will share our analysis and insights, with a special focus this year on the climate finance negotiations.

ECDPM at previous COPs
Discover ECDPM's work during previous editions of the COP.
The 28th edition of COP took place in the United Arab Emirates (UAE) and brought together representatives from nearly 200 countries from 30 November to 12 December 2023. COP28 focused on four priorities: transitioning to clean energy; centring nature, people, lives and livelihoods; delivering on climate finance; and, mobilising inclusivity. Like in previous editions, ECDPM was on site at COP28 and contributed to the discussions taking place.
