Strategic insights for further developing and strengthening Flemish relations with Africa
This study, conducted by HIVA-KU Leuven and ECDPM for the Flanders Chancellery and Foreign Office, explores how Flanders can develop sustainable and mutually beneficial relations with Africa in a dynamic world shaped by geopolitical changes. The study was launched at a high-level event in Antwerp, featuring the Flemish minister-president.
Flanders and Africa are connected through a myriad of economic, political, social and cultural relations. Flanders' partnerships with Africa are multifaceted and growing in importance, but there is potential for greater cohesion. This study, conducted by HIVA-KU Leuven and ECDPM for the Flanders Chancellery and Foreign Office, explores how Flanders can develop sustainable and mutually beneficial relations with Africa in a dynamic world shaped by geopolitical changes. Drawing on systematic analysis, a comprehensive literature review and insights from key informants, it presents a framework for developing a more strategic and integrated policy to strengthen Flanders’ position in the rapidly evolving international landscape.
This study provides an analysis of existing partnerships, challenges and opportunities, and identifies the actors involved in Flemish foreign policy. It then consolidates strategic insights to contribute to political and social debates, advocating for a more coherent Flemish strategy towards its relations with Africa that addresses fragmentation and positions Africa as a strategic partner. This includes economic, social, diplomatic and cultural cooperation, with an emphasis on shared interests and reciprocity. Finally, the study presents ten concrete steps for translating recommendations into implementation.
