Ensuring development impact in EU financial instruments

ECDPM was the only think tank involved in the midterm evaluation of NDICI-Global Europe: the key financial instrument for the EU's external action. We were able to tap into our expertise across the center, ranging from security to migration, development finance and EU foreign policy, for an important evaluation whose findings are already written in to EU Council conclusions and EU Commission documents.

    The mid-term evaluation was a comprehensive process that involved a range of targeted consultations and meetings, as well as gathering written input from a broad public across Europe and beyond. 

    It is still the very early stages of the instrument's implementation, which made it challenging to fully assess its overall effectiveness or impact. However, the evaluation did broadly conclude that the instruments and the architecture, particularly the NDICI, were considered "fit for purpose". This aligned with the EU's objective of creating a new instrument for external action that was more strategic, responsive, flexible, and streamlined.

    We continue to share insights through publications and policy dialogues with policymakers, particularly in Brussels, to help shape the next generation of instruments within the next EU long-term budget (MFF).
