LNB 8: Implementing the new ACP–EU Partnership Agreement

In June 2000, the 71 ACP and 15 EU Member States concluded a new Partnership Agreement on political and economic cooperation. The new agreement sets out a comprehensive and integrated approach to alleviating poverty, contributing to sustainable development, and assisting ACP countries integrate into the world economy. Through this, and a strengthened partnership, it should – at least on paper – be more effective than past Lomé Conventions. This brief analyses the major changes in the new agreement, focusing on the political dimensions of the partnership, the
extension of the partnership to new actors, the preparation of a WTO-compatible trade regime, and performance-based aid management.
