The CAADP and Emerging Economies: The Case of Ghana and Brazil

    Brazil’s engagement in Ghana is largely supportive of the country’s CAADP investment plan. Yet, this case study questions the extent to which CAADP is “fit” to provide an effective platform for South-South or Trilateral Cooperation. Further, insufficient attention has been given to how CAADP interacts with prior domestic policy-making processes. These will largely determine the “space” for engaging emerging economies to with the process at national level. There are clear trends towards pragmatism and cooperation between newer southern development partners and more established “western” development partners. But the role of CAADP in promoting this trend, presently or in the future, is not clear.
