The missing layer: The role of digital public infrastructure in the EU's international partnerships
On 8-9 October 2026, ECDPM will host a closed door workshop in Brussels bringing together policymakers, experts, and financiers. Over two days, participants will explore how the EU can develop a more coherent Digital Public Infrastructure (DPI) framework, align its tech sovereignty ambitions with international partnerships, and learn from global approaches to digital cooperation.

Background
The EU’s International Digital Strategy highlights Digital Public Infrastructure (DPI) as a key
area of cooperation with international partners. This builds on the domestic goal of
developing a technology stack under European control in the EU Tech Sovereignty package,
and the formulation of a global EU Tech Business Offer under the International Digital
Strategy. The EU’s robust digital governance and private-sector expertise provide a strong
basis for global engagement. From identity to payment and data exchange, the EU and
member states are collaborating with global partners, notably to support cross-border
services both within Europe and beyond.
The EU has developed the building blocks for EU-wide DPI - from e-IDAS to the digital Euro.
Yet, it has not combined these elements into a coherent DPI package, making strategic
external outreach on this topic more difficult. This is also a very new area for European
cooperation and development finance institutions. The EU can learn much from engaging with
how others - including partner countries and international development finance institutions -
are approaching DPI.
