External Evaluation of ECDPM 2022-2025
This summary report captures the findings of an independent evaluation of ECDPM's 2022-2026 strategy, conducted in 2025 by a team of four evaluators: Arne Disch (team leader), Radmila Nakarada, Charles Mutasa and Stephanie Crasto. The evaluation covers the period from 2022 through October 2025.
The overall logic and robustness of the methodology was assessed and confirmed by an independent
reference group that consisted of Koen Sizoo (Former Head and Deputy Director, International Research and Policy Evaluation Department (IOB), Ministry of Foreign Affairs Netherlands) and Jörg Faust (Director, German Institute for Development Evaluation – DEval Germany, and Former Chair, DAC-OECD Evaluation Network – EvalNet).
