Biography

Tom Pengelly is a leading international expert on trade policy and trade capacity building in developing countries. His experience in development co-operation, gained particularly with UK Foreign Office and in consultancy practice, spans all areas of trade policy and facilitation, negotiations and agreements, including WTO and EPAs; regional integration, trade infrastructure, private sector development and investment climate reform; Aid for Trade; standards and quality infrastructure; and intellectual property rights.  He has worked with numerous RECs, development agencies and international organisations.

In his pro bono work, Tom has served as a Special Adviser for the UK All Party Parliamentary Group for Trade Out of Poverty, and as a member of the Advisory Board for Tralac (the Trade Law Centre for Africa based in Cape Town).
