Biography
Jason Gagnon is a public policy and governance adviser and development economist with over twenty years of experience supporting governments and international organisations on migration, labour mobility and development. From 2007 to 2025, he worked at the OECD, including as Head of the Migration and Skills Unit at the OECD Development Centre from 2018 to 2025, authoring flagship publications and advising governments worldwide. He holds a PhD in Economics from the Paris School of Economics.
Today, Jason works independently, advising organisations including IOM, ICMPD and Sida, as well as national governments, on public policy and institutional reform. He is also a Research Affiliate at Université Paris 1 Panthéon-Sorbonne and co-leads the IRD CoSAV Migrations hub.
