Biography


Damien Helly worked at ECDPM from March 2013  to May 2017 and was the co-Head of the European External Action programme, and the Head of the European Economic Diplomacy programme. Damien supervised multidisciplinary projects in EU external action and development policies and practice, focused on innovation and beyond-aid principles.

Damien initiated a culture sensitive approach to EU external action in ECDPM and was the Centre’s reference point on cultural affairs. He is also visiting professor at the International Relations and Diplomacy Department of the College of Europe in Bruges where he teaches a Masters level course on the EU’s Common Security and Defence Policy (CSDP).

He holds a PhD in political science from the Institut d’Etudes Politiques de Paris (Sciences po) and has published extensively on the EU’s external action.


Responsibilities

  • To manage programmes staff, strategic orientations and innovation
  • To contribute to all-Centre strategic orientations and the Programme Management Group
  • To identify funding opportunities, develop funding proposals and to effectively secure funds for assigned projects and/or policy facilitation activities
  • To develop knowledge on and methodological approaches to key policy issues through assembling content, undertaking research and brokering knowledge
  • To contribute to team work on Europe-Africa relations
