    The group of Heads of the EU Member States’ development cooperation evaluation services and the European Commission (EUHES) have agreed to carry out a series of joint evaluation studies aimed at establishing the degree of application and impact, in terms of development cooperation, of the principles of coordination, complementarity and coherence which are enshrined in the Maastricht Treaty. An initial report was published in 2004. In 2005, a series of six evaluation studies was launched, each dealing with a specific aspect of the potential impact of the 3Cs. The studies are carried out in a decentralised fashion, with a lead agency and a steering group being responsible for each study
