Since the adoption of the outline of the joint EU-Africa Strategy and in the run up to the EU-Africa Summit to be held in Lisbon in December 2007, discussions have grown more intense to develop the outline in a proper Strategy. However if both sides are to translate the ambitions of the Strategy into practice, appropriate steps will need to be taken in time in order to realise these ambitions. What changes in the institutional framework for EU-Africa relations would have to be made in order to deliver on the Strategy’s ambitions?
