Marc De Tollenaere

  • Formulation, implementation, monitoring and evaluation of governance programmes with both state (government, parliament, local governments) and civil society partners, at central and local level
  • Extensive experience with the analysis of context (political economy) and the role of different actors
  • Profound understanding of and practical experience with decentralisation processes in Africa
  • Extensive experience with multi-stakeholder development processes, and the design and delivery of institutional development programmes.


Marc is a Belgian native and has been working as an independent consultant in Dakar since early 2012. He has a Masters in Development Studies from the State University of Ghent, Belgium. He is a former colleague (2004-05) from the Governance Programme. During his time here he worked on a comparative study on policy coherence of EU countries, an institutional reform process of the African Commission, participation in a global evaluation of EC governance programmes (case study Angola), the formulation of an EC-programme to support non-state actors in Tanzania and provided support to the establishment of an ACP Local Governance Platform in Brussels to strengthen the voice of local governments in ACP-EU cooperation. Marc has a total of 20 years professional experience with the most extensive work being in Mozambique, where he was Head of Governance, Swiss Development Cooperation Office in Mozambique from 2005-11.

Marc became an ECDPM Programme Associate in 2013 and has worked on a concept note for the establishment by the Dutch Ministry of Foreign Affairs of a Knowledge Platform on “Strategic Actors for the implementation of Inclusive Development Policies” with Jean Bossuyt.
