Respect for human rights, liberty, democracy and the rule of law are the founding principles of the EU and values that Europe seeks to encourage and promote worldwide. How successful is the EU – and EU member states – in efforts to promote human rights on the global stage and in their bilateral relations? Which are the key sectors in which the EU is most effective and in which countries has it been most successful? How effective are the EU’s various “human rights dialogues” with third countries? What is being done to widen the conversation to include civil society actors and to provide practical help for projects as well as to human rights defenders and advocates?
