The development landscape is changing rapidly. This has brought the need to innovate Dutch development cooperation policy.
As part of this the Ministry of Foreign Affairs has set up new ways and new programmes to cooperate and partner with civil society organization in the Netherlands and abroad.
This renewal also called for ending the generic co-financing arrangement MFS. The MFS-II programme was ended formally at 31st December 2015.
MFS has been a major instrument in the Dutch way to support and work with NGOs and CSOs for a long time. The programme has served as a key policy framework for strengthening civil society in developing countries. It helped NGOs to provide service delivery and policy changes in many areas and also brought numerous results and lessons learned.
