Currently, the Cotonou Partnership Agreement forms the basis of Europe’s development cooperation with the ACP (Africa, Caribbean and Pacific) countries. This agreement will expire in 2020 and the political debate about a successor agreement has already been opened. While the current structures have many fallacies and the new agreement will determine the future of European development cooperation, the Dutch development sector however seems to be quite absent in the debate.
