Co-convened by the COMESA Secretariat and ECDPM, this Consultative meeting on an action plan for the East African Dairy Platform will take place under the Regional Investment Programme in Agriculture—Priority Area 2 of the COMESA Regional CAADP Compact (RIPA II).

COMESA, with technical assistance from the European Centre for Development Policy Management (ECDPM), has developed RIPA-II which stems from priority area number two of its Regional Compact, aimed at removing barriers to agricultural trade and better link farmers to markets and regional value chains. The dairy sector in Eastern Africa is the first pilot for the development of sub-regional public-private platforms for strategic agro-food value chains under the framework of RIPA-II. At the Technical Workshop held in Nairobi in March 2016, a number of challenges that a regional platform for the dairy sector should tackle, notably rationalising and strengthening regulatory systems and enhancing supporting services for dairy farmers and SMEs, were identified.

The 12th AfDa is a good opportunity to reconvene and keep up the momentum of this initiative. The objectives of this meeting will be to (a) discuss, clarify, amend, narrow down and validate the propositions contained in the Nairobi workshop report; and (b), on this basis, formulate an action plan for the East African Dairy Platform, with clearly identified short-term (“quick wins”) and longer-term goals. This meeting will also serve to discuss the working modalities of the Platform and the mobilisation of resources.
