The EU Sahel Strategy very much pre-dated the efforts on the Comprehensive Approach. This Briefing Note argues that the Comprehensive Approach is already being applied to a significant extent in the Sahel: in that sense what already works should be seen as good practice. More structural shortcomings in EU’s external action as well as external variables explain cases of lack of comprehensiveness. In upcoming months the role of the EU leadership in endorsing a new and demanding action plan for the Sahel strategy will be instrumental to ensure coherence.

La stratégie sur le Sahel de l’UE a clairement précédé la mise en place de l’approche globale. Cette Notice stipule que l’approche globale est déjà appliquée de manière importante dans le Sahel ; dans ce sens-là, tout ce qui fonctionne bien peut être considéré comme une bonne pratique. Des manques plutôt structurels dans l’action extérieure de l’UE ainsi que des variables extérieures sont à l’origine de cas d’absence d’intégralité. Dans les mois à venir, le rôle du leadership de l’UE dans l’approbation d’un nouveau plan d’action exigeant pour la stratégie sur le Sahel sera essentiel pour la garantie de sa cohérence.

Where there is a lack of comprehensiveness in the EU’s response to the Sahel it is because of more structural shortcomings in EU’s external action as well as external variables.

The roles of the double hatted High Representative / Vice President Mogherini and Development Commissioner Mimica in endorsing a new and demanding action plan for the Sahel strategy will be instrumental to ensure coherence.
